CALL TO ORDER, DETERMINATION OF QUORUM, AND CHAIRPERSON’S REPORT - Peter Gillett, Chair

Senate Chair Peter Gillett called the meeting to order at 1:10 p.m. in the College Avenue Student Center Multipurpose Room, College Avenue Campus. 
He said it was his pleasure to serve as chair during the past year, and thanked all for their support. He then extended best wishes to those not returning.

COMMITTEE REPORTS

Academic Standards, Regulations, and Admissions Committee (ASRAC) Response to Charge S-1602 on Policies on Excused Student Absences for Religious Observances [Presented for Information Only] - Robert Schwartz and Matt Winkler, ASRAC Co-Chairs

The ASRAC was charged as follows: At the request of Senior Vice President for Academic Affairs Barbara Lee, consider Rutgers' policies on excused student absences for religious observance, and make recommendations on how best to revise those policies in light of the increasing diversity of the Rutgers student body.

ASRAC Co-Chairs Robert Schwartz and Matthew Winkler presented and summarized the ASRAC's Response to Charge S-1602 on Policies on Excused Student Absences for Religious Observances. This report was presented for information only, therefore, there was no debate, and no vote.

Academic Standards, Regulations, and Admissions Committee (ASRAC) Response to Charge S-1714 on Procedures for Adjudicating Academic Integrity Policy Infractions - Robert Schwartz and Matt Winkler, ASRAC Co-Chairs

The ASRAC was charged as follows: Review the current status of the educative and adjudication process and administrative organization and support of the Offices of Student Conduct regarding infractions of the University Academic Integrity Policy.  Identify areas of concern, and provide appropriate recommendations.  Including in deliberations input received on this issue form the Senate's Student Affairs Committee (Charge S-1713).

ASRAC Co-Chairs Robert Schwartz and Matthew Winkler presented and summarized the ASRAC's Response to Charge S-1714 on Procedures for Adjudicating Academic Integrity Policy Infractions.  Viktor Krapivin's motion to amend the second sentence in Resolution #6 to read "This evaluation should be completed as a joint task among the Office of Student Conduct, the Senate's Academic Standards, Regulations, and Admissions committee and the Senate's Student Affairs Committee, after the full Task Force Report, co-chaired by Mr. Pitts, has been completed and presented to the administration." was seconded, discussed and adopted.  Nicholas Tharney's motions to add "The administration should consider having..." to the beginning of Resolution #1 was seconded, discussed, and rejected.  The ameded version of the report passed with 3 against.

University Structure and Governance Committee (USGC) Response to Charge S-1604 on Process for Unit Mergers or Other Structural Changes - Jon Oliver, USGC Chair

The USGC was charged as follows: Consider and recommend a procedure, time line, template, and process for merger or dissolution of, or making structural changes to, non-academic units that have a broad educational impact.  Refer to the Senate report and recommendations on Charge S-1403, Process for Unit Mergers or Other Structural Changes, when considering this charge.

USGC Chair Jon Oliver presented and summarized the USGC's Response to Charge S-1604 on Process for Unite Mergers or Other Structural Changes.  There was minor debate, and the resolution carried unanimously.


University Structure and Governance Committee (USGC) Response to Charge A-1710 on Policy on Centers and Institutes - Jon Oliver, USGC Chair

The USGC was charged as follows: Review the draft revised University Policy on Centers and Institutes (University Policy 10.1.5) and the accompanying guidelines for the preparation of proposals for the creation of centers and institutes, and for periodic CI progress reports.  Make appropriate recommendations.

USGC Chair Jon Oliver presented and summarized the USGC's Response to Charge A-1710 on Policy on Centers and Institutes.  There was minor debate, and the resolution carried unanimously.

Ad Hoc Committee on Sale of Alcohol in Stadiums Response to Charge S-1706 on Sale of Alcohol in Stadiums  - Robert Schwartz, Ad Hoc Committee Chair

The Ad Hoc Committee was charged as followsConsider the rationale and RUSA resolution on the potential sale of alcohol at Rutgers stadiums.  Explore this issue, and make recommendations, as appropriate.
Ad Hoc Committee on Sale of Alcohol in Stadiums Chair Robert Schwartz presented and summarized the Ad Hoc Committee's Response to Charge S-1706 on Sale of Alcohol in Stadiums.  Adreinne Esposito's motion to add "...subject to an evaluation of its impacts after an appropriate period of time." to the end of the Resolution was seconded, discussed and adopted.  After Nicholas Tharney called the question, the amended version of the report passed unanimously.

ADMINISTRATIVE REPORT - Barbara Lee, Senior Vice President for Academic Affairs

Senior Vice President Lee presented an Administrative Report that included comments on:

SENATE EXECUTIVE COMMITTEE REPORT
- Jon Oliver, Senate Vice Chair

Senate Vice Chair Jon Oliver thanked all Senators for all their hard work and dedication this past year, as well as highlighting Chair Peter Gillett and Executive Secretary Mary Mickelsen for all the work they have done and continue to do to keep the Senate operating at the optimal level we have come to expect.  He also summarized the April 13 Executive Committee meeting including the charges issued to various committees and deadline extensions for current charges.

REPORTS OF THE REPRESENTATIVES TO BOARDS OF GOVERNORS AND TRUSTEES


Sam Rabinowtiz reported on the April 10 Board of Governors meeting and Robert Schwartz, Menahem Spiegel, and Julieline Serrano reported on the Board of Trustees open hearing on tuition, fees, and accessibility.

REPORTS OF CAMPUS FACULTY AND STUDENT LIAISONS

Senator Michael Van Stine encouraged all to visit RU Camden on Rutgers Day, April 28. There was no report from the Newark Faculty or Student Liaisons. Senator Sanjib Bhuyan, New Brunswick Faculty Council Chair, reported on that group's plans and their April 20, 2018 meeting. Senator Viktor Krapivin, New Brunswick Student Member of the Senate Executive Committee, reported on RUSAs successful campus-wide election, which had a 45% increase in student voters.  Senator Patricia Fitzgerald-Bocarsly reported that the RBHS Faculty Council is fully staffed and actively working.
