TEXT OF VICE PRESIDENT FOR STUDENT AFFAIRS GREGORY BLIMLING'S 8/26/09 EMAIL TRANSMITTING TO THE SENATE EXECUTIVE COMMITTEE THE PROPOSED CLEMENCY POLICY ADDENDUM TO THE UNIVERSITY CODE OF STUDENT CONDUCT:


Please find attached the draft of a policy on granting clemency to students who have been expelled from the University for a violation of the Student Code of Conduct.  Procedures in the Student Code of Conduct require that we inform the University Senate of any substantive changes to the document.
 
The draft policy was written by a University-wide committee consisting of representatives from student affairs, undergraduate education, and student conduct.  The draft policy was then sent to the Committee on Student Conduct, consisting of faculty, staff, and students from all three campuses.  This committee reviewed the document, and recommended the policy to me.  President McCormick, Executive Vice President Furmanski, Chancellor Diner, and Interim Chancellor Marsh reviewed the policy and they support it.
 
The General Counsel's Office has advised me that the Student Code of Conduct was created under the authority of the Board of Governors and that a substantive policy change in the document merits their consideration.   We are placing the draft policy on the agenda for discussion at the Academic and Student Affairs subcommittee of the Board of Governors for their October meeting.  With the concurrence of the subcommittee, it would be forwarded to the full Board for their consideration at the October meeting.
 
Dr. Furmanski, Dr. Qualls, and I would be happy to discuss this policy with you and the University Senate Executive Committee in the next few weeks, prior to the October meeting of the Board of Governors.
