Student Advising:  Review resources currently available for student advising, including those provided by departments, schools or colleges, Career Services and Psychological Services.  What types and how many staff/faculty are available for advising?  What types of advising are carried out, and by whom (faculty, staff)?  How are advisors providing information on course selection, major requirements, post-graduate opportunities?  How are advisors receiving their own training?  At what stage of their academic careers do students avail themselves of these services?  Are electronic media being efficiently utilized to provide advising?  Make recommendations for improving academic advising, publicizing its availability, and encouraging students to make better use of these services.  This charge should be coordinated with the Academic Services Committee of the New Brunswick Faculty Council, which has considered a parallel charge, and units on Camden and Newark campuses, as appropriate.  Respond to Senate Executive Committee by  October 2002.

Referendum Guidelines: Review the “University Senate Guidelines Regarding Special Student Organizations” and recommend revisions where needed.  Include recommendations for clarifying any ambiguities, particularly as may arise when a referendum fails on one or more campuses.  Recommend revised language wherever possible.  Report to Senate Executive Committee requested by January 2003.

Evaluation of Parking and Transportation Services:  Examine and make recommendations regarding coordination between bus and train schedules, class-period schedules, parking (especially for commuters) policies, and other campus functions.  Incorporate input from Student Affairs Committee regarding discussions held with Parking and Transportation Services (report from SAC received and forwarded March 2002).  Report to Senate Executive Committee by December 2002.

After-Hours Study Space, Classroom/Building Security and Vandalism:  Investigate the level of security normally maintained in classroom and office/research buildings, and the current levels of vandalism and other criminal behavior in those buildings.  Investigate the use of buildings/classrooms for after-hours study space*, and whether there is an increased cost of maintenance and repair due to unsupervised use.  Formulate a policy for locking buildings and classrooms to ensure security.  Make recommendations on how to provide students with space on each campus for after-hours study, and the amount of space that seems appropriate.*  Explore risk-reduction strategies and mechanisms, and ways to heighten awareness of safety issues.  Investigate the potential for a safety week on campus each semester or year.  In addition,  explore the potential for a website that would include a safety forum for discussion and hazard evaluation.  Report to Senate Executive Committee by November 2002.

*The Student Affairs Committee has been asked to provide input on the kinds and amounts of after-hours study space that would meet student needs, and on ways to address problems of vandalism (by October 2002).  Committee’s report on this charge is not expected until after input from the Student Affairs Committee has been received and considered.

After-Hours Study Space, Classroom/Building Security and Vandalism:  In support of Charge S-0208 to the Budget and Finance Committee, provide input on the kinds and amounts of after-hours study space that would meet student needs.  Include recommendations for all three campuses.  Provide advice on ways to make students more aware of problems of vandalism, vandalism’s impact on academic functions, as well as the cost of repairs that must be passed on to students.  Suggest ways in which greater respect for University facilities can be encouraged.  Report to Senate Executive Committee by October 2002.

Status of Hispanic/Latino Faculty and Administrators:  Evaluate the status of Hispanic/Latino faculty university-wide with respect to salaries, hires, start-up funds, promotion rates (particularly from associate to full professorship), research support (particularly in Newark and in Camden), and leadership opportunities.  The study should also examine the status of Hispanic/Latino university administrators at Rutgers.  The Office of Institutional Research has information on this subject, and should be consulted at the beginning of the work on this charge.  Report to Senate Executive Committee by November 2002.

Add/Drop Period Review:  Relating to the Senate’s April 2001 resolution on Charge S-0101 which modified the Add/Drop Period, review and report on the results of those changes after the first two semesters of implementation (the fall 2001 add/drop period having been extended due to the events of 9/11).  Report to Senate Executive Committee by January 2003.

Graduate Add/Drop Period:  Investigate and report on issues relating to current graduate student add/drop periods.  Advise on whether a permanent, formalized, and separate graduate add/drop period should be instituted.  Report to Senate Executive Committee by November 2002.

Use of Athletic Facilities:  Review and provide recommendations on policies regarding the use of athletic facilities as rain sites or venues for non-athletic events (such as use of the Louis Brown Athletic Center (the RAC) as a rain site for RutgersFest and other similar University-wide events).  What athletic facilities are usually made available for non-athletic events?  How do these facilities tend to meet (or fail to meet) the needs of these events?  How do peer institutions with similar facilities share their resources?  Provide advice as to how these facilities can be best utilized by the University community at large.  This charge should be coordinated with Dean Pamela Johnston of the Office of Student Involvement and Ghada Endick, Director of Rutgers College Programs in the Office of Student leadership, Involvement and Programs, who have collected information on the use of athletic facilities at peer institutions.  Report to Senate Executive Committee by November 2002.
