The regular meeting of the University Senate Executive Committee was held on Friday, November 1, 2002 at 1:10 p.m. in the President’s Dining Room, Brower Commons, College Avenue Campus.  Secretary Swalagin was delayed while preparing the draft of the Senate’s initial response to the Vagelos Commission report.  Ms. Mickelsen, Senate administrative assistant, acted as secretary until Secretary Swalagin arrived after the Secretary’s Report, which was handled by Ms. Mickelsen.

1. Chairperson’s Report

Chairperson Panayotatos began the meeting by congratulating University Vice President Seneca on being named Educator of the Year by the Research and Development council of New Jersey.  He said that he has spoken with President-Elect McCormick, who made mention of the importance of faculty governance.  Chairperson Panayotatos then gave an update on the Senate’s initial response to the Report of the NJ Commission on Health Science, Education and Training (NJCHSET), including:  two joint Governance/Executive Committees meetings; the drafting of a response to be voted on by the Executive Committee on behalf of the Senate; plans for an additional Executive Committee meeting on November 7, during which the draft would be finalized; Chairperson Panayotatos’s plan to take the approved Initial Response of the Senate to the Board of Governors on November 8; and a request to docket the Initial Response on the Senate’s November 22 meeting agenda.

2. Secretary's Report

Minutes:  It was noted that Senator Walker-Andrews had been incorrectly omitted from those attending the October 4, 2002 Executive Committee meeting.  The correction was made, and the Minutes of that meeting were approved.  

Communications:  The following communication was presented and acted upon as indicated:

• October 28, 2002 Letter from Former University President Francis Lawrence, thanking the Senate and its Executive Committee for its Resolution of Appreciation.  Noted.
• October 30, 2002 E-mail from Melissa Hayes, Managing Editor, The Daily Targum, regarding the possibility of repeating last year’s Targum referendum at Livingston College.  Docketed for discussion under “New Business.”

University Vice President for Academic Affairs Joseph Seneca presented the administrative report, which included a summary of current enrollment, and comments on:  a system through which faculty can submit grades online, which is new this fall; and his conversations with President-Elect McCormick.

4. Standing Committee Actions, Reports and Charges

Senator Borisovets, chair of the Instruction, Curricula and Advising Committee, presented and summarized her committee’s Report on Charge S-9912, Student Advising.  The comprehensive report included an Executive Summary, which was the focus of the discussion.  Following discussion, the report was docketed for Senate action at the November 22 Senate meeting.

At this point in the meeting, Senator Hirsh moved to table all remaining agenda items in order to focus on the Initial Response to the NJCHSET Report.  The Executive Committee first extended the deadlines on charges S-0209 (Status of Hispanic/Latino Faculty and Administrators) and S-0211 (Graduate Add/Drop Period), as requested by the co-chairs of the Equal Opportunity Committee and Academic Standards, Regulations and Admissions Committee, respectively.

5. New Business

The Executive Committee and others present discussed the draft Initial Response to the Report of the NJ Commission on Health Science, Education and Training (NJCHSET).  Following a lengthy exchange on the draft, during which time changes and additions were made, it was decided that the draft would be refined and circulated for Executive Committee approval (on behalf of the Senate) via e-mail.  The Executive Committee also docketed for the November 22 Senate agenda a non-action discussion of the NJCHSET report, its recommendations, and the Senate’s Initial Response, and that the discussion would be held in committee of the whole.

6. Senate Meeting Agenda

The following items were docketed for the November 22, 2002 meeting agenda:

· Instruction, Curricula and Advising Committee Report on Charge S-9912, Student Advising
· Committee of the whole discussion of the NJCHSET report, its recommendations, and the Senate’s Initial Response
