Budget and Finance Committee REVISED Response to Charge S-0803, Rutgers Emergency Communication Processes - The BFC had been charged as follows:

Charge S-0803 - Emergency Communication Processes: Investigate and make recommendations on communication processes used to inform students, faculty, and staff about what to do in various emergency situations. These situations may include bomb threats, fires, chemical spills, and individuals with weapons. Consult with Vice President for Student Affairs Gregory Blimling, Executive Director for Public Safety Jay Kohl, and Senior Director of Campus Information Services Matt Weismantel on this issue. Respond to Senate Executive Committee by November 2009.

University Structure and Governance Committee REVISED Response to Charge S-0902, Senate Speakers, Discussions, Forums - The USGC had been charged as follows:

Charge S-0902 - Senate Speakers, Discussions, Forums: Consider proposals to limit discussion during University Senate meetings, when motions are on the floor, to that of Senators and specifically invited guests. Also consider proposals to provide for public input to issues before the Senate, such as possibly providing for opening the Senate meetings to the public during the President's Annual Address to the Rutgers Community, as well as during the three annual campus reports, and at other times, such as in public hearings or forums by the Senate or any of its committees, and possibly when the Senate is in committee of the whole. Respond to the Senate Executive Committee by December 2009.

University Structure and Governance Committee REVISED Response to Charge S-0904, Assessment of Research, and Graduate and Professional Education Committee Standing Charge - The USGC had been charged as follows:

Charge S-0904 - Assessment of Research, and Graduate and Professional Education Committee (RGPEC) Standing Charge: Review the RGPEC standing charge (See #8) and evaluate whether an undergraduate research component should be added. Respond to Senate Executive Committee by January 2010.

Faculty and Personnel Affairs Committee Response to Charge A-0812, Part I, Evaluation of Deans and Appendices II (Faculty Survey Template) and III (Staff Survey Template) - The FPAC had been charged as follows:

Charge A-0812 - Evaluation of Administrators: Evaluate the current procedures for faculty, staff and student evaluation of deans since implementation in 2004. Recommend changes where appropriate, and examine the feasibility of extending the process to include vice presidents and other administrators.

Issues/Proposed Charges:


Revised, Continued, or New Charge Needed: Academic Standards, Regulations and Admissions Committee Response to Charge A-0906, Commencement Dates included the following recommendation that commencement-date changes for 2011 and beyond be considered after 2010 commencement takes place: "We recommend...that ASRAC be charged with evaluating the results of the changes near the end of the spring 2011 semester and making a recommendation as to whether further changes should be made." The ASRAC now needs a new or modified charge to consider changing future, or all, commencement dates. The ASRAC had originally been charged as follows:

Charge A-0906 - Academic Calendar, Commencement Dates: Consider and decide on Secretary of the University Leslie Fehrenbach's request (and its attachment) that the University Senate change the University Commencement dates on the academic calendar for 2010 and beyond. The Senate Executive Committee, at its September 2009 meeting, on behalf of the Senate, approved the change for 2010 as an urgent matter requiring immediate action. The ASRAC is now asked to consider the requested changes for academic years 2010-11 and beyond. Respond to Senate Executive Committee by January 2010.

Proposed Charge to University Structure and Governance Committee on Balancing Constituencies
- Pursuant to Senator Panayotatos's comments at the January Senate meeting, related to the potential adoption of recommendations to add more staff Senator positions to the Senate roster, and the suggestion that faculty and student positions should be added to preserve voting proportions. [Note: It is not yet known if the Senate will adopt the USGC recommendation to add staff Senators.]

Proposed Charge/Issue regarding Academic Calendar, Seven-Week "Mini-terms" and Spring Break Saturdays, sent by Camilo Garcia, Camden Registrar.

Proposed Charge to Instruction, Curricula and Advising Committee, on Online Education, sent by ICAC Chair Natalie Borisovets: Survey the existing state of online education at Rutgers and identify issues and challenges.

Proposed Charge to Academic Standards, Regulations and Admissions Committee, on Transfer and Nontraditional Students, sent by ICAC Chair Natalie Borisovets: In the Final Report and Recommendations on the Proposals of the Task Force on Undergraduate Education (February 2006) the Senate recommended that “A task force should be charged with considering how best to meet the needs of transfer and nontraditional students. (approved 1/20/06) . To date no such committee has been charged. Therefore we propose that the Academic Standards, Regulations, and Admissions Committee: Examine the issues and needs of transfer and nontraditional students in light of the reorganization of undergraduate education in New Brunswick as well as the move of the professional schools towards becoming four-year admitting schools.
