CALL TO ORDER, DETERMINATION OF A QUORUM, AND
CHAIR’S REPORT - Peter Gillett,
Chair
Senate Chairperson Peter Gillett called the meeting to order on
Friday, February 17, 2017 at
1:10
p.m.
in the Essex Room of the Paul Robeson Campus
Center, Newark Campus. He welcomed all
attendees to the meeting, and thanked Chancellor Cantor and her
staff for lunch, and for hosting the meeting. He asked everyone to
remain at the meeting after President Barchi's administrative report so
that the business at the end of the meeting also receives the Senate's
full attention.
SECRETARY'S
REPORT
- Ken
Swalagin, Executive Secretary
- Agenda: The meeting's agenda was
approved as distributed by the Executive Secretary.
- Minutes: The Minutes of the
January 20, 2017 Senate Meeting
were
approved as distributed by the Executive Secretary.
- Communications: The
following communications were presented by the Executive Secretary:
- The
Nominating Committee of the Board of Trustees is now
accepting nominations to fill a Student Charter Trustee open seat for a
six-year term beginning July 1, 2017. Student Charter Trustees must be
willing
to attend Board meetings, serve on Board committees, and become
actively
involved in the life of the university. Consideration will be given to
personal, academic, and leadership skills. The nominee must be
registered as a
full-time undergraduate, who will have completed a minimum of two full
years of
study at Rutgers University at the time of election (June 15, 2017).
The
nomination form may be accessed on the Board
of Trustees
website, from the drop-down down menu under "Board of Trustees" or
via the sidebar. The deadline for receipt of nominations is Friday,
February
24, 2017. Student Charter Trustees also become voting student Senators
for the duration of their terms on the Board of Trustees.
- Rev. Dr. Paul Lachance, who chaired the University Senate from
1990 to 1992, died in January.
- Memoranda have been sent to all units with elected Senate
representatives indicating next-year's Senate membership entitlements
and numbers of faculty and student Senators that need to be elected.
OLD BUSINESS
Executive
Committee Report on Senate Parliamentary Procedures - Jane
Otto, Executive Committee Member
Jane Otto, a member of the Senate Executive Committee, presented and
summarized the Executive Committee Report on Senate Parliamentary
Procedures. The content of the report, which is to be added to the
Senate Handbook as an appendix, had been introduced at the previous
Senate meeting, in accordance with parliamentary procedure and
established Senate practice regarding proposed changes to Senate
bylaws. There was no debate on the matter, which was then adopted
unanimously by the Senate.
COMMITTEE REPORTS
University
Structure and Governance Committee (USGC) Response to
Charge S-1404 on Revisions to University Policy Library - Jon
Oliver and Robert Puhak, USGC
Co-chairs
University Structure and Governance Committee Co-chairs Jon Oliver and
Robert Puhak presented the USGC response to
Charge S-1404 on Revisions to University Policy Library. The
report and resolution were discussed. Martha Cotter's suggestion that
"Resolution" be added before the report's recommendations was accepted
by Puhak. The
report's resolution was then adopted by the

Student
Affairs Committee (SAC) Response to
Charge S-1616 on Absentee Ballots in Special Student Organization
Funding Referenda - Viktor Krapivin and Samuel Rabinowitz, SAC
Co-chairs
Student Affairs Committee Co-chairs Viktor Krapivin and Samuel
Rabinowitz presented the SAC response to Charge S-1616 on Absentee
Ballots in Special Student Organization Funding Referenda. Davon
Johnson moved to amend the resolution, striking the words "two weeks
prior to the start of a referendum," and replacing them with "three
calendar days after the start of the referendum. Eligible students who
request a vote by mail ballot may still vote in person. In the case in
which an eligible student has voted both in-person and via mail ballot,
the vote of the mail ballot will take precedence." The motion was
seconded, discussed, and adopted. The resolution, so amended, carried.

CHANCELLOR'S
REPORT - Newark
Chancellor Nancy Cantor
Rutgers Newark Chancellor Nancy Cantor presented a chancellor's report,
and responded to related questions.
ADMINISTRATIVE REPORT - University President Robert Barchi
University President Robert Barchi presented
an administrative report, commenting on topics including:
- the current United States political climate, and related activism
on Rutgers' campuses;
- renaming of some Rutgers buildings and facilities to recognize
the contributions of slaves in Rutgers' founding; and
- status of the Cornerstone project.

EXECUTIVE
COMMITTEE
REPORT - Senate Vice Chair Robert Puhak reported on the February
17,
2017 meeting and activities of the Senate Executive Committee.
REPORTS
OF THE REPRESENTATIVES TO BOARDS OF GOVERNORS AND TRUSTEES:
Senator
Samuel Rabinowitz, Faculty Representative to the Board of
Governors, reported on the February 8, 2017 Board of Governors
meeting, which was held in Newark. Senator Asha
Samant, Faculty Representative
to the Board of Trustees, said that there had been no meeting of the
Board of Trustees since the previous Senate meeting.

Senator Perry Dane, Camden Faculty Council Chair, reported on that
group's recent activities. Senator Sanjib
Bhuyan, Vice Chair of the New Brunswick Faculty

Student
Member
of the Senate Executive Committee, reported on New Brunswick student
governing association activities.
