PRESIDING OFFICER: Ann Gould, Chair
CALL TO ORDER, AND CHAIRPERSON'S REPORT - Ann Gould,
Chair
Senate Chair Ann Gould called the last regular meeting of the 2015-16
University Senate to order at 1:41 p.m., after
adjournment of the 2016-17 Senate organizational (election) meeting and
lunch break.
She welcomed
everyone, and thanked all Senators for their service. She thanked, in
particular, the members of the Executive Committee, the standing
committee chairs, Peter Gillett (Senate Vice Chair and
Parliamentarian), Ken Swalagin
(Executive Secretary of the Senate),
Mary Mickelsen (Senate Administrative
Assistant), and Tim Barry (the Senate's Work/Study student). She spoke
about her experience as Senate chair over the past three years, of this
being her last meeting as chair, of the Senate gavel and base made from
the Joyce Kilmer oak, and of her appreciation for the efforts of all
those with whom she worked as chair.

RESOLUTION IN APPRECIATION OF ANN GOULD'S SERVICE AS SENATE CHAIR: Peter
Gillett read and moved the following resolution, which was seconded and
adopted unanimously, followed by a standing ovation by the Senate:
Whereas, Ann
Gould is completing her third of three consecutive terms as Chair of
the
Rutgers University Senate; and
Whereas,
during her time as Chair the Senate parsed issues of significant
importance to
Rutgers University, resulting in over 40 reports and resolutions sent
to the University
Administration as the advice or action of the Senate; and
Whereas,
during her tenure the Senate upheld a spirit of collegiality as the
University-wide deliberative body; and
Whereas, she
has displayed tact, patience, congeniality, thoroughness and care in
moving
issues through the Senate; and
Whereas, her
service also as Chair of the Senate’s Faculty and Personnel
Affairs Committee
has been invaluable to the University and to the Senate itself; and
Whereas, she
has represented us ably before the Board of Governors; and
Whereas, she
has exercised leadership with dedication, determination and good will;
Therefore, Be It Resolved that the University Senate expresses its
appreciation
and gratitude to Senator Ann Gould for her service as our Chair, and
that it
anticipates with thanks her continued service as Immediate Past Chair
and in
other senatorial roles she may undertake in the future.
COMMITTEE REPORTS
[Old Business] Instruction,
Curricula and Advising Committee (ICAC) Revised
Response
to Charge S-1504 on Determination of Student Participation -
Natalie Borisovets, ICAC Chair
This
report had been postponed at the two previous Senate meetings. ICAC
Chair Natalie Borisovets summarized her committee's revised report and
recommendations on Charge S-1504, on Determination of Student
Participation, after first withdrawing the earlier version of the
report. She then read the resolution, which was adopted on card vote
with one opposed.
[At this point in the meeting, Ken Swalagin announced the results of
the Senate elections held that morning.]
[Vice Chair Peter Gillett assumed the chair while Ann Gould presented
the following FPAC reports.]
Faculty
and Personnel Affairs Committee (FPAC) Response to Charge S-1409 on
Greater Integration of Contingent Faculty in the Rutgers Community
and Appendix
A- Ann Gould, FPAC Co-chair, and Karen Thompson, PTL Member of the
FPAC
FPAC co-chair Ann Gould, and FPAC
member and PTL Senator Karen Thompson presented the FPAC report and
recommendations on Charge S-1409 on Greater Integration of Contingent
Faculty in the Rutgers Community. Gould first summarized the report,
then Thompson read the resolution, which was adopted unanimously on
card vote.
Faculty
and Personnel Affairs Committee (FPAC) Response to Charge A-1603 on
Evaluation of Administrators, Part II: Evaluation of Chancellors -
Ann Gould and Joseph Markert, FPAC Co-chairs
FPAC co-chairs Ann Gould and Joseph
Markert were at the podium for this presentation of their committee's
report and recommendations on Charge A-1603 on Evaluation of
Administrators, Part II: Evaluation of Chancellors. Gould summarized
the report and read the resolution, which was adopted unanimously on
card vote.

ADMINISTRATIVE
REPORT - Barbara Lee, Senior Vice President for Academic Affairs
Senior Vice President for Academic Affairs Barbara Lee
presented on President Barchi's behalf an Administrative Report
that included comments on:
- Rutgers Day;
- Rutgers symposium on The Future of the
Research University;
- Supreme Court Justice Sonia Sotomayor's
appearance as guest speaker at the Eagleton Institute of Politics' 60th
anniversary celebration;
- the April 15 Diversity and Inclusion
Research symposium;
- President Barack Obama's acceptance of
Rutgers' invitation to be this year's commencement speaker;
- recent academic honors and awards; and
- admissions.
Lee then responded to questions, or heard comments, on the above
topics, as well as:
- Rutgers' budget (on which Vice President for University Budgeting
Nancy Winterbauer also spoke).
SENATE EXECUTIVE
COMMITTEE
REPORT - Senate Vice Chair Peter Gillett reported on the April 8,
2016 meeting and activities of the Senate Executive Committee. He also
thanked Ann Gould for her service as Senate chair.
REPORTS
OF THE REPRESENTATIVES TO BOARDS OF GOVERNORS AND TRUSTEES:
Senator Samuel Rabinowitz, Faculty Representative to the Board of
Governors, thanked Ann Gould for her service as Senate chair and
Faculty Representative to the Board of Governors, then reported on the
April 6 Board of Governors
meeting. Senator
Asha Samant, Faculty Representative to the
Board of Trustees, reported that there had been no Board
of Trustees meeting since the previous Senate meeting.
CAMPUS FACULTY AND STUDENT LIAISON
REPORTS:
Senator Samuel Rabinowitz, a member of the Camden Faculty council, said
that there was no report from that Council. Camden
Student Senator Zachary Borden reported on
recent Camden student plans and activities. Senator Sanjib
Bhuyan, New Brunswick Faculty Council Vice Chair, reported
on that
group's plans, recent meetings, and elections. Senator Justin
Schulberg, New
Brunswick Student
Member
of the Senate Executive Committee, reported on New Brunswick student
governing association activities, and expressed thanks for his
experience as a University Senator. Senator Patricia
Fitzgerald-Bocarsly, RBHS Faculty Council Chair, said that there had
been no meeting of that group in the past month.
