PRESIDING OFFICER: Ann Gould, Chairperson
CALL TO ORDER, AND CHAIRPERSON'S REPORT - Ann Gould,
Chairperson
Chairperson Gould called the last regular meeting of the 2014-15
University Senate to order at 2:40 p.m., immediately following
adjournment of the 2015-16 Senate organizational (election) meeting.
She welcomed
everyone, and thanked all Senators for their service. She thanked, in
particular, the members of the Executive Committee, Ken Swalagin
(Executive Secretary of the Senate), Martha Cotter (Senate Vice Chair),
Mary Mickelsen (Senate Administrative
Assistant), Peter Gillett (Senate Parliamentarian), the members
of the Executive Committee, and the standing committee chairs. She said
that Rutgers' entry into the CIC brings new and welcome challenges, and
that next year's 250th anniversary of Rutgers University's founding
will include the Senate's continued discussion of what shared
governance should be in the coming decades.
SECRETARY'S REPORT

- Agenda: The meeting agenda was
approved as distributed by the executive secretary, but was amended
later in the meeting to place the administrative report immediately
following the committee reports..

COMMITTEE REPORTS
Research, and Graduate and Professional
Education Committee (RGPEC) Response
to Charge S-1207 on Support for International Students [Survey
used to collect data for this report]- RGPEC

Chair Jane Otto and RGPEC Member Janet Alder summarized their
committee's report on Charge S-1207 on Support for International
Students. The report was discussed, and adopted on card vote.
Faculty
and Personnel Affairs Committee (FPAC) Response
to Charge S-1406 on Balance of Full-time and Part-time Faculty Teaching -
FPAC Co-chair Rudy Bell
FPAC
Co-chair Rudy Bell summarized his committee's report on Charge S-1406
on Balance of Full-time/Part-time Faculty Teaching. Following brief
discussion, the report was adopted unanimously by the Senate on card
vote.
Academic Standards, Regulations and
Admissions Committee Response
to Charge S-1414 on Removing Barriers to the Education of Veterans
[Link goes to report as amended and adopted.] - ASRAC Co-chairs Martha
Cotter and Matthew Winkler
ASRAC
Co-chairs Martha Cotter and Matthew Winkler summarized their
committee's report on Charge S-1414 on Removing Barriers to the
Education of Veterans. Prior to discussion, Cotter amended the
recommendations to include "RBHS" where appropriate. The report was
discussed, and adopted unanimously by the Senate on card vote.
At this point in the meeting,
Parliamentarian Peter Gillett said that it would be convenient if the
administrative report could be placed next on the agenda, and asked for
a motion to that effect. On motion and duly seconded, the agenda change
was approved unanimously.
ADMINISTRATIVE REPORT -
Robert Barchi, University President and Donald Smith, Chief Information
Officer
President Barchi and Chief Information Officer Donald Smith presented a
report on the recent distributed denial of service which had seriously
impacted Rutgers' electronic and Internet presence and operations.
Barchi and Smith then responded to questions related to the attack.
PRESENTATION ON ENTERPRISE RISK MANAGEMENT (ERM)
- Nicole Medrozo, Deputy Chief of Enterprise Risk and
Compliance, and Fran Bouchoux, Interim Senior Vice President of
Interim Senior Vice President and Chief Enterprise Risk, Ethics
and Compliance Officer
Nicole Medrozo, Deputy Chief of Enterprise Risk and
Compliance, and Fran Bouchoux, Interim Senior Vice President and
Chief Enterprise Risk, Ethics
and Compliance Officer, gave an informational presentation on
Enterprise Risk Management.
REPORTS
OF THE REPRESENTATIVES TO BOARDS OF GOVERNORS AND TRUSTEES:
Senator
Samuel Rabinowitz, Faculty Representative to the Board of
Governors, reported on the April 2 Board of Governors meeting, which
was held in Newark. Senator Robert Schwartz, Faculty Representative to
the Board of Trustees, and Senator Francine Glaser, Student
Representative to the Board of Trustees, reported on recent Board of
Trustees meetings.
CAMPUS FACULTY AND STUDENT LIAISON
REPORTS:
Senator Samuel Rabinowitz, Camden Faculty Council
Chairperson, reported on his group's recent activities. Senator Mark
Bodrog, Camden Student Member of the Senate Executive Committee,
reported on Camden student activities. Senator Cotter, New Brunswick
Faculty Council Chair, reported on her group's April 3 and April 24
meetings. Senator Vetri Velan, New Brunswick Student Member of the
Senate Executive Committee, reported on New Brunswick student
activities and plans. Senator Edmund Janniger, Newark Student Member of
the Senate Executive Committee, report on Newark student activities and
plans.
ANNOUNCEMENT OF ELECTION RESULTS:
Secretary Swalagin read the
results of that morning's Senate election of Senate leadership,
Executive Committee, and board representative positions.
