CALL TO ORDER, DETERMINATION OF A
QUORUM, INTRODUCTION OF COMMITTEE CHAIRS AND CHARGES, AND
CHAIR’S REPORT - Peter Gillett, Chair
Senate Chair Peter Gillett
called the meeting to order at 2:10
p.m.
in the Multipurpose Room of the College Avenue
Student
Center, College Avenue Campus, New Brunswick. He explained that,
because there were no committee reports ready for action at this
meeting, that the Senate Executive Committee (SEC) had increased the
time for committee meetings, and scheduled a 2:10 p.m. start for this
meeting. He also said that this would be the second time the Senate
meeting would be webstreamed, and that he would be attending the Big
Ten Academic Leadership Conference at the end of the month.

ELECTION
OF NEWARK STUDENT MEMBER OF THE SENATE EXECUTIVE COMMITTEE
-
This election was held at this meeting because no eligible
candidates were nominated during the appropriate portions of the April
2017 or September 2017
meetings.
Self-nominations had been solicited from eligible Newark student
Senators, and Mrittika Majumdar, representing Rutgers Business
School: Newark and New Brunswick, had self-nominated. There were no
nominations from the floor. Senator Majumdar was then elected
unanimously by acclamation as the Newark student member of the
Executive Committee.
UPDATE ON THE 2018 MIDDLE
STATES COMMISSION
ON HIGHER EDUCATION REACCREDITATION SELF-STUDY REPORT - Ann
Gould, Co-Chair of the Self-Study Steering Committee
Senator Ann Gould, who, along with Senator and Senior Vice President
for Academic Affairs Barbara Lee, co-chairs the 2018 Middle States
Commission on Higher Education Reaccreditation Self-Study Steering
Committee, reported on that committee's past, ongoing, and planned
activities. She said that the Draft
Middle States Self-Study Report is available online, and invited
comments by December 2, 2017.
ADMINISTRATIVE
REPORT - Robert L. Barchi, University President
University President Robert Barchi presented an administrative
report, which included comments on subjects including:
- his thanks to Ann Gould and all those involved in the Middle
States process;
- Title IX policy, and Rutgers' commitment of the principles
thereof;
- an invitation extended to Joe Biden during his recent visit to
Rutgers, asking him if he would be a commencement speaker;
- issues of race and underrepresented groups, and implementation
and celebration of some of the recommendations of Scarlet
and Black;
- Allied Health Professions events;
- groundbreaking for the new New Brunswick Performing Arts Center;
- DACA and immigration;
- philanthropy and fundraising;
- Rutgers
Health;
- a four-year business plan for Division I athletics;
- recent athletics achievements; and
- his request that students be observant of, and compliant with,
signals at crosswalks.
Barchi then responded to questions, or heard comments, on the above
topics, as well as:
- the status of innovation hubs that would involve the research and
development enterprises of Rutgers and industry;
- Rutgers and Department of Education standards of proof in student
conduct cases;
- communication between Rutgers and the City of New Brunswick; and
- Pell Grants.

reported on the October
6, 2017 Senate Executive
Committee
meeting.

OF REPRESENTATIVES TO BOARDS OF GOVERNORS AND TRUSTEES:
Senator Viktor Krapivin reported on the recent Board
of Governors
meeting. Senator Menahem Spiegel, Faculty
Representative
to the Board of Trustees, reported on the September 28 Board
of Trustees meeting.
REPORTS
OF CAMPUS FACULTY AND STUDENT LIAISONS: New Brunswick Student
Senator Viktor Krapivin reported
on recent elections in New Brunswick student governing
associations. Faculty Senator Patricia Bocarsley, of the RBHS
Faculty Council, reported that the group would meet the following
Wednesday.
