CHAIRPERSON’S REPORT - Ann Gould, Chairperson
Chairperson Gould called the meeting to order at 1:18 p.m. in the
Camden Campus Center Multipurpose Room, Camden Campus. She welcomed
everyone, and thanked Chancellor Phoebe Haddon for hosting and for
providing lunch. She also gave a brief summary of the meeting agenda.
SECRETARY'S REPORT
- Ken Swalagin, Executive Secretary of the
Senate
- Agenda: The meeting agenda was
approved as distributed by the executive secretary.
- Minutes: The Minutes of the
September 19, 2014 Senate Meeting were approved as distributed
by the executive secretary.
- Communications: The
following communications were presented by the executive secretary:
COMMITTEE REPORTS
Research,
and Graduate and Professional Education Committee (RGPEC) Interim
Response
to Charge S-1207 on Support for International Students
- Jane Otto, RGPEC Chair
Note: This interim report was for
information only.
Research, and Graduate and Professional Education Committee (RGPEC)
Chair Jane Otto presented the RGPEC's Interim Response to Charge S-1207
on Support for International Students. She noted that the RGPEC will
continue its work on this charge, and that the final report is due in
May 2015. There was no further discussion of the report. The report was
presented as an interim report for information only, so there was
no vote or further action by the Senate at this meeting.
CAMDEN
CAMPUS REPORT - Camden Chancellor Phoebe Haddon
Camden Chancellor Phoebe Haddon presented a Camden Campus
Report. The report focused primarily on plans for the next 100
days of her chancellorship, and on the Camden Strategic
Plan. She also commented that "The Schools of Law in Camden and
Newark will continue to take concrete steps to integrate their
programs." Chancellor Haddon then responded to questions, or heard
comments, on
a variety of subjects, including:
- her thoughts about Camden having the largest percentage of
part-time lecturers in the Rutgers faculty;
- health-related research components in Camden programs;
- K-12 outreach programs; and
- research resources, and other elements of the Committee
on Institutional Cooperation relationship.
ADMINISTRATIVE REPORT -
Michael Gower, Senior Vice President for Finance, for Robert Barchi,
University President
Senior Vice President for Finance Michael Gower read to the Senate an
administrative report prepared by President Barchi, which included
comments on
topics
including:
- that day's funeral of Clem Price, which Barchi was attending in
Newark, and a moment of silence in Dr. Price's memory;
- Lei Lei being named dean of the Rutgers Business School;
- fundraising, which is very near the $1 billion goal;
- strategic plans;
- increases in applications for admission;
- progress on the physical master plan;
- movement of offices now located in ten inefficient Rutgers New
Brunswick buildings to a newly acquired facility at 33 Knightsbridge
Road in Piscataway;
- a sexual assault and violence prevention survey; and
- updates on capital programs.
PRESENTATION ON
RESPONSIBILITY CENTER
MANAGEMENT (RCM) - Senior Vice President for Finance Michael
Gower
Gower then summarized a presentation
on responsibility center management, and responded to questions, or
heard comments, on subjects including:
- definition of what a Rutgers "unit" is in the RCM context;
- budget transparency and accountability;
- differences between RCM and the current budgeting system;
- expected January 2015 availability of an estimated finality of
last year's budget, and the need for the Senate's Budget and Finance
Committee to have that information;
- data for the University
budget;
- facilities
and administration (F&A) reimbursement;
- consolidation or standardization of courses among schools and
satellites;
- tuition revenue distribution;
- conditions of RCM that would improve administrative efficiency;
- other universities' experiences with RCM;
- the role of athletics in the RCM model;
- expected accuracy of data resulting from RCM, and related needs
for improvements of student information systems at Rutgers; and
- deferred maintenance of facilities.

REPORTS
OF THE REPRESENTATIVES TO BOARDS OF GOVERNORS AND TRUSTEES:
Senator
Samuel Rabinowitz, Faculty Representative to the Board of
Governors, reported on the October 19 Board of Governors meeting in
Camden. Senator Francine Glaser, Undergraduate Student
Representative to the Board of Trustees, reported that there had been
no Board
of Trustees meeting since the previous Senate meeting.
CAMPUS FACULTY AND STUDENT LIAISON
REPORTS:
- Camden: Samuel
Rabinowitz, Chair of the Camden Faculty Council, reported on that
group's September 30 and October 16 meetings. Senator Nam Dy, Camden
Student Member of the Senate Executive Committee, reported on Camden
student leadership plans and activities.
- Newark: No reports
presented.
- New Brunswick: Senator
Martha Cotter,
New Brunswick Faculty Council Chairperson, reported on that group's
October 17 meeting. Senator Francine Glaser, for New Brunswick Student
Member of the Senate Executive Committee Vetri Velan, reported on
recent plans and activities of the Rutgers University Student Assembly
(RUSA).
- Rutgers Biomedical and Health
Sciences: No reports presented.
CHAIR'S CLOSING COMMENTS:
Chairperson Gould again thanked Camden Chancellor Haddon for hosting,
and
providing lunch for, the Senate. She also thanked Haddon and Gower for
speaking at the meeting.
