CALL TO ORDER, DETERMINATION OF A QUORUM, CHARGES, AND

Senate Chairperson Ann Gould called the meeting to order at 1:20
p.m.
in the Multipurpose Room of the College Avenue
Student
Center, College Avenue Campus, New Brunswick. She welcomed all
attendees, and wished students good luck on their final exams.
SECRETARY'S REPORT
- Ken
Swalagin, Executive Secretary
SPECIAL ELECTION - A special
election was held for a
Camden Faculty Member of the Senate Executive Committee, to replace
Yuchung Wang, who will be on sabbatical for the spring semester.
Kwangwon Lee, a faculty Senator representing University College -
Camden, was the sole nominee, and was elected by unanimous consent.
RUTGERS
BIOMEDICAL AND HEALTH SCIENCES (RBHS) CHANCELLOR'S
REPORT -
Brian Strom, RBHS Chancellor
RBHS Chancellor Brian Strom presented the first RBHS
Chancellor's Report, and responded to questions or heard comments
from the Senate on his report and related subjects.
ADMINISTRATIVE REPORT
- Robert Barchi, University
President
President Barchi presented
an administrative report, commenting on topics including:
- congratulations to RBHS Chancellor Strom for successful work
integrating RBHS;
- Responsibility Center Management (RCM), and its provision of a
subvention pool that can support less-profitable entities;
- congratulations to Rutgers' women's soccer team on advancing to
the 2015 NCAA Women's Soccer Tournament College Cup;
- a grant received from the Robert Wood Johnson Foundation to
continue RBHS integration;
- staff and faculty collective bargaining;
- Rutgers' budget and revenues;
- grants and contracts;
- issues, activities and plans related to Rutgers'
origins;
- formation of a committee to look at Rutgers' investments in
fossil fuels, and the possibility of divesting those investments;
- athletics, including appointment of a new athletic director and
football coach; and
- his appreciation for the service of Bruce Fehn (retiring as
Senior Vice President for Administration), and Monica Barrett (leaving
her Rutgers position as Interim Senior Vice President and General
Counsel to accept another position), who are leaving Rutgers.
Barchi then responded to questions, or heard comments, on the above.
COMMITTEE REPORTS
Instruction,
Curricula and Advising Committee (ICAC) Response
to Charge S-1503 on Testing Facilities at Rutgers

Borisovets, ICAC Chair
Instruction,
Curricula and Advising Committee Chair Natalie Borisovets summarized
the ICAC's report and recommendations on Charge S-1503 on Testing
Facilities at Rutgers. The committee had been charged as follows:
The
ICAC was charged as follows: Examine
the state of testing facilities at Rutgers. Are there issues relating
to facilities for both traditional and computer-assisted testing? Is
there a need for a separate testing facility/facilities? Can existing
space be better utilized? What is the availability and process for
instructors in online courses to reserve physical spaces for their
exams?
On motion and duly seconded, the report's seventh recommendation was
amended to add "and schools" to those that should not be charged for
the use of testing facilities. The report and its resolution, so
amended, were then adopted by the Senate.
Budget
and Finance Committee (BFC) Annual
Report on the Rutgers University
Budget - Menahem Spiegel, BFC Chair
BFC Chair Menahem Spiegel, and BFC Member Charles Heckscher,
presented the BFC's Annual Report on the Rutgers University Budget, as
stipulated in the BFC's standing charge. [Note: The PowerPoint slides
used in the presentation will be posted online as soon as they are
available, with links to these minutes and the Senate's "Reports"
webpage.] Spiegel and Heckscher then responded to questions, or heard
comments, about their report.
SENATE EXECUTIVE
COMMITTEE
REPORT - Senate Vice Chair Peter Gillett reported on the November
20, 2015 meeting and activities of the Senate Executive Committee.
REPORTS
OF THE REPRESENTATIVES TO BOARDS OF GOVERNORS AND TRUSTEES:
Senator
Samuel Rabinowitz, Faculty Representative to the Board of
Governors, reported on the December 7, 2015 Board of Governors
special meeting. There were no reports from Board of Trustees
representatives.
CAMPUS FACULTY AND STUDENT LIAISON
REPORTS:
Senator Samuel Rabinowitz, former Camden Faculty Council chairperson,
reported
on that group's recent plans and activities. Camden Student Senator
Zachary Borden reported on
recent Camden student plans and activities. Senator
Mark Killingsworth, New Brunswick Faculty Council Chairperson, reported
on that
group's plans and recent meeting. Senator Justin Schulberg, New
Brunswick Student
Member
of the Senate Executive Committee, reported on New Brunswick student
governing association activities. Newark Student Member of the Senate
Executive Committee Edmund Janniger reported on Newark student
activities.
ADJOURNMENT:
Gould thanked the ICAC and BFC chairs for their work on the reports
presented that day, and wished everyone happy holidays. The meeting
adjourned
at 3:36 p.m.
