PRESIDING OFFICER: Peter Gillett, Chair

CALL TO ORDER, DETERMINATION OF A QUORUM, AND CHAIR’S REPORT - Peter Gillett, Chair

Senate Chairperson Peter Gillett called the meeting to order on Friday, November 10, 2017 at 1:10 p.m. in the Essex Room of the Paul Robeson Campus Center, Newark Campus. He welcomed all attendees to the meeting, and thanked Chancellor Cantor and her staff for lunch, and for hosting the meeting. Gillett spoke about his attendance at the Big 10 Academic Alliance Conference and shared some of the similarities and differences he found between universities in terms of shared governance.

SECRETARY'S REPORT - Mary Mickelsen, Administrative Assistant to the Executive Secretary of the Senate (Substitute Recording Secretary)

Senate Executive Secretary Ken Swalagin was unable to attend the meeting. Administrative Assistant Mary Mickelsen substituted for him at this meeting.


NEWARK CHANCELLOR'S REPORTNewark Chancellor Nancy Cantor

Rutgers Newark Chancellor Nancy Cantor presented her chancellor's report. Cantor then responded to questions, or heard comments, on the above topics, as well as:

COMMITTEE REPORTS

Instruction, Curricula, and Advising Committee (ICAC) Response to Charge A-1711 on Draft Acceptable Use Policy for Informational Technology Resources - Natalie Borisovets, ICAC Chair

Instruction, Curricula, and Advising Committee Chair Natalie Borisovets presented the ICAC response to Charge A-1711 on Draft Acceptable Use Policy for Informational Technology Resources. The report and resolution were discussed.  Senator Nicholas Tharney moved to amend the report, adding an 8th Recommendation to Section B - Policy Library 70.1.6: Email and Calendar Policy, as follows: "If the aforementioned definition of 'University Business' is intended to apply to all policies regarding the use of technology, that such a definition be incorporated into Policies 70.1.1 and 70.1.7 in order to disambiguate the use of such term in those policies. Otherwise, Policies 70.1.1 and 70.1.7 should have separate definitions for such term." The motion was seconded, discussed, and adopted. The ICAC resolution, so amended, carried. SENATE EXECUTIVE COMMITTEE REPORT - Senate Vice Chair Jon Oliver reported on the November 3, 2017 meeting and activities of the Senate Executive Committee. 

REPORTS OF THE REPRESENTATIVES TO BOARDS OF GOVERNORS AND TRUSTEES: There were no Board of Governors representatives present at the time of this report. Gillett announced there had not been a BOG meeting since the Senate met last. Senator Robert Schwartz, Faculty Representative to the Board of Trustees, said that there had been no meeting of the Board of Trustees since the previous Senate meeting. 

REPORTS OF CAMPUS FACULTY AND STUDENT LIAISONS: Senator Michael Van Stine, Camden Student Member of the Senate Executive Committee, spoke about the Rutgers University and University of Havana Research Collaboration. Senator Robert Boikess, New Brunswick Faculty Member of the Senate Executive Committee, reported on that group's recent activities and plans. Senator Viktor Krapivin, New Brunswick Student Member of the Senate Executive Committee, reported on New Brunswick student governing association activities. Senator Patricia Fitzgerald-Bocarsly, RBHS Faculty Council Chair, reported on that group's plans and their concerns regarding the new federal tax bill and how that may affect graduate education.
